  1.1                          A bill for an act 
  1.2             relating to employee relations; requiring the 
  1.3             commissioner to make recommendations on employing risk 
  1.4             adjustment for the state employee group insurance 
  1.5             program. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [RISK ADJUSTMENT RECOMMENDATIONS; STATE 
  1.8   EMPLOYEE HEALTH COVERAGE.] 
  1.9      The commissioner of employee relations shall submit to the 
  1.10  legislature by January 15, 2002, recommendations regarding 
  1.11  whether risk adjustment should be introduced into health 
  1.12  coverage provided by the state employee group insurance 
  1.13  program.  For purposes of this section, risk adjustment means a 
  1.14  system of adjusting premiums charged among several health plans 
  1.15  offered by an employer to offset differences between plans in 
  1.16  the health-related characteristics of employees and dependents 
  1.17  who choose the plans, in order to reduce incentives for health 
  1.18  plans to design coverage and services to attract healthy 
  1.19  employees and dependents and repel unhealthy employees and 
  1.20  dependents.
