A bill for an act
relating to local government aids; appropriating onetime supplemental aid to
Windom school district; appropriating money to the city of Windom.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; CITY OF WINDOM.

new text begin (a) $13,000,000 in fiscal year 2023 is appropriated from the general fund to the
commissioner of revenue for a grant to the city of Windom to be allocated as provided under
paragraph (b). This appropriation is onetime and is available until June 30, 2025.

new text begin (b) Of the amount appropriated under paragraph (a):
new text end

new text begin (1) $10,000,000 must be used by the city to facilitate completion of the Windom HyLife
Affordable Housing Development;

new text begin (2) $2,000,000 must be used by the city for repayment of loans issued to the city from
the Public Facilities Authority for wastewater improvements related to the HyLife Foods
Windom processing plant; and

new text begin (3) $1,000,000 must be used by the city for recruitment efforts including locating and
securing a purchaser of the HyLife Foods Windom processing plant.

new text begin (c) The appropriations under paragraph (b), clauses (1) and (2), are contingent upon
certification from the city that Hylife Foods has not entered into a contract to transfer
ownership of the Hylife Foods Windom processing plant. Certification from the city to the
commissioner of revenue must be made on or before July 1, 2023.

School District No. 177, Windom:

new text begin (b) For fiscal year 2024 only, Windom School District's onetime supplemental aid equals
the greater of zero or the product of: (1) $10,000, and (2) the difference between the October
1, 2022, pupil enrollment count and the October 1, 2023, pupil enrollment count.

new text begin (c) 100 percent of the aid must be paid in the current year.
