  1.1                          A bill for an act 
  1.2             relating to local government; allowing a city to 
  1.3             establish cartways; amending Minnesota Statutes 2000, 
  1.4             section 415.01. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2000, section 415.01, is 
  1.7   amended to read: 
  1.8      415.01 [TOWN LAWS, APPLICATION.] 
  1.9      Subdivision 1.  [GENERAL AUTHORITY.] Nothing contained in 
  1.10  chapters 365 to 368 shall apply to territory embraced within the 
  1.11  limits of any city, but each city shall have and exercise within 
  1.12  its limits all the powers conferred by these chapters upon towns.
  1.13     Subd. 2.  [CARTWAYS TO LANDLOCKED PARCEL.] Notwithstanding 
  1.14  any acreage limitation, a city may exercise the authority of a 
  1.15  town board under section 164.08 to establish a cartway to 
  1.16  provide access to a landlocked parcel in the city.
