  1.1                          A bill for an act 
  1.2             relating to education; providing for a moratorium on 
  1.3             the development of new Minnesota comprehensive 
  1.4             assessments. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNESOTA COMPREHENSIVE ASSESSMENTS.] 
  1.7      Subdivision 1.  [TEST DEVELOPMENT 
  1.8   MORATORIUM.] Notwithstanding Minnesota Statutes, section 
  1.9   120B.30, the commissioner of education must not develop any new 
  1.10  Minnesota comprehensive assessments. 
  1.11     Subd. 2.  [NEW TESTS.] Beginning in the 2004-2005 school 
  1.12  year and later, the commissioner and school districts must 
  1.13  administer the measure of academic progress (MAP) tests as the 
  1.14  statewide exams required under the federal No Child Left Behind 
  1.15  Act.  Before the tests are administered, the commissioner must 
  1.16  modify the MAP tests to be highly correlated to Minnesota's 
  1.17  academic standards adopted under Minnesota Statutes, section 
  1.18  120B.021. 
  1.19     [EFFECTIVE DATE.] This section is effective the day 
  1.20  following final enactment.
