  1.2             relating to game and fish; authorizing a hunting 
  1.3             season for mourning doves in a designated area; 
  1.4             requiring mourning dove stamps; requiring a report; 
  1.5             amending Minnesota Statutes 1996, section 97A.075, by 
  1.6             adding a subdivision; Minnesota Statutes 1997 
  1.7             Supplement, section 97A.475, subdivision 5; proposing 
  1.8             coding for new law in Minnesota Statutes, chapter 97B; 
  1.9             repealing Minnesota Statutes 1996, section 97B.731, 
  1.10            subdivision 2. 
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 1996, section 97A.075, is 
  1.13  amended by adding a subdivision to read: 
  1.14     Subd. 6.  [MOURNING DOVE STAMP.] (a) Eighty percent of the 
  1.15  revenue from mourning dove stamps must be credited to the 
  1.16  nongame wildlife management account. 
  1.17     (b) Unsold stamps in excess of 3,000 shall be destroyed by 
  1.18  the commissioner one year after the date of issuance.  The 
  1.19  commissioner shall offer for sale at public auction any 
  1.20  remaining stamps of 3,000 or less. 
  1.21     Sec. 2.  Minnesota Statutes 1997 Supplement, section 
  1.22  97A.475, subdivision 5, is amended to read: 
  1.23     Subd. 5.  [HUNTING STAMPS.] Fees for the following stamps 
  1.24  are: 
  1.25     (1) migratory waterfowl stamp, $5; 
  1.26     (2) pheasant stamp, $5; and 
  1.27     (3) turkey stamp, $5; and 
  1.28     (4) mourning dove stamp, $5. 
  2.1      Sec. 3.  [97B.713] [MOURNING DOVES.] 
  2.2      Subdivision 1.  [SEASON.] The commissioner shall prescribe 
  2.3   an open season and adopt rules for taking mourning doves in that 
  2.4   part of the state lying south and west of a line running along 
  2.5   U.S. highway No. 14 from the Wisconsin border west to Mankato, 
  2.6   then following the Minnesota river northwest to Morton, then 
  2.7   north along U.S. highway No. 71 to Blackduck, then continuing 
  2.8   north on state highway No. 72 to Baudette. 
  2.9      Subd. 2.  [LICENSE AND STAMP REQUIRED.] A person may not 
  2.10  take mourning doves without a small game license and a mourning 
  2.11  dove stamp in possession. 
  2.12     Sec. 4.  [REPORT.] 
  2.13     The commissioner shall report to the legislature by March 
  2.14  1, 1999, on the results of the mourning dove season authorized 
  2.15  by section 1.  The report must include a description of the 
  2.16  impact of the season on the mourning dove population in the 
  2.17  designated area. 
  2.18     Sec. 5.  [REPEALER.] 
  2.19     Minnesota Statutes 1996, section 97B.731, subdivision 2, is 
  2.20  repealed. 
  2.21     Sec. 6.  [EFFECTIVE DATE.] 
  2.22     Sections 1 to 5 are effective the day following final 
  2.23  enactment.
