relating to arts and cultural heritage; appropriating money for Changsha Friendship
Garden.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$1,400,000 in fiscal year 2024 is appropriated from the arts and cultural heritage fund
to the commissioner of administration for a grant to the city of St. Paul for design, project
management, and construction of Phase II of the Changsha Friendship Garden in Phalen
Regional Park. The city must prioritize completing the Hmong Plaza and the History Wall
with grant proceeds.
