A bill for an act
relating to capital investment; appropriating money for a public safety facility to
house the Lake Johanna Fire Department serving Arden Hills, North Oaks, and
Shoreview; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $11,675,000 is appropriated from the bond proceeds
fund to the commissioner of public safety for a grant to the Lake Johanna Fire Department
Headquarters Board, a joint power established under agreement by the cities of Arden Hills,
North Oaks, and Shoreview, for a public safety facility to house the Lake Johanna Fire
Department, subject to Minnesota Statutes, section 16A.695. This appropriation is to prepare
the site, design, construct, furnish, and equip a facility on land owned by the Lake Johanna
Fire Department Headquarters Board to provide emergency fire and medical services,
including offices for the fire chief and other administrative staff, living quarters and bedrooms
for the paid on-call shift crews, spaces for both classroom and hands-on fire training, fitness
and wellness space, and health and safety spaces for decontaminating equipment and gear,
reducing staff exposure to carcinogens and toxic materials, and providing proper ventilation
to reduce exposure to harmful fumes. This appropriation does not require a nonstate match.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $11,675,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
