  1.1                          A bill for an act 
  1.2             relating to state government; correcting errors and 
  1.3             making technical changes relating to state government 
  1.4             operations and appropriations; amending Minnesota 
  1.5             Statutes 2000, sections 3.855, subdivision 4; 349A.10, 
  1.6             subdivision 5; Minnesota Statutes 2001 Supplement, 
  1.7             section 16A.151, by adding subdivisions; Laws 2001, 
  1.8             First Special Session chapter 10, article 1, section 
  1.9             12, subdivision 5; repealing Minnesota Statutes 2001 
  1.10            Supplement, sections 4A.055; 16A.1286, subdivisions 4, 
  1.11            5. 
  1.12  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.13     Section 1.  Minnesota Statutes 2000, section 3.855, 
  1.14  subdivision 4, is amended to read: 
  1.15     Subd. 4.  [OTHER DUTIES.] The commission shall:  
  1.16     (1) continually monitor the state's civil service system 
  1.17  provided for in chapter 43A, rules of the commissioner of 
  1.18  employee relations, and the collective bargaining process 
  1.19  provided for in chapter 179A, as applied to state employees; 
  1.20     (2) research and analyze the need for improvements in those 
  1.21  statutory sections; 
  1.22     (3) adopt rules consistent with this section relating to 
  1.23  the scheduling and conduct of commission business and other 
  1.24  organizational and procedural matters; and 
  1.25     (4) perform other related functions delegated to it by the 
  1.26  legislature; and 
  1.27     (5) adopt changes, as necessary, to the uniform collective 
  1.28  bargaining agreement settlement document developed under section 
  2.1   179A.07, subdivision 7.  Any modifications to the form approved 
  2.2   by the commission must be submitted to the legislature in the 
  2.3   same manner as compensation plans under subdivision 3. 
  2.4      Sec. 2.  Minnesota Statutes 2001 Supplement, section 
  2.5   16A.151, is amended by adding a subdivision to read: 
  2.6      Subd. 4.  [SUPERSEDE.] This section supersedes section 
  2.7   8.31, subdivision 2c. 
  2.8      Sec. 3.  Minnesota Statutes 2001 Supplement, section 
  2.9   16A.151, is amended by adding a subdivision to read: 
  2.10     Subd. 5.  [EXPIRATION.] This section expires June 30, 2003. 
  2.11     Sec. 4.  Minnesota Statutes 2000, section 349A.10, 
  2.12  subdivision 5, is amended to read: 
  2.13     Subd. 5.  [DEPOSIT OF NET PROCEEDS.] Within 30 days after 
  2.14  the end of each month, the director shall deposit in the state 
  2.15  treasury the net proceeds of the lottery, which is the balance 
  2.16  in the lottery fund after transfers to the lottery prize fund 
  2.17  and credits to the lottery operations account.  Of the net 
  2.18  proceeds, 40 percent must be credited to the Minnesota 
  2.19  environment and natural resources trust fund, and during any 
  2.20  period in which bonds are issued and outstanding under section 
  2.21  16A.67, the remainder must be credited to the special revenue 
  2.22  fund created in section 16A.67, subdivision 3, provided that if 
  2.23  bonds are not issued and outstanding under section 16A.67, 
  2.24  such and the remainder must be credited to the general 
  2.25  fund.  Money credited to the special revenue fund must be 
  2.26  transferred to the debt service fund established in section 
  2.27  16A.67, subdivision 4, at the times and in the amounts 
  2.28  determined by the commissioner of finance to be necessary to 
  2.29  provide for the payment and security of bonds issued pursuant to 
  2.30  section 16A.67.  On or before the tenth day of each month, any 
  2.31  money in the special revenue fund not required to be transferred 
  2.32  to the debt service fund must be transferred to the general fund.
  2.33     Sec. 5.  Laws 2001, First Special Session chapter 10, 
  2.34  article 1, section 12, subdivision 5, is amended to read: 
  2.35  Subd. 5.  Facilities Management
  2.36       11,689,000    11,929,000
  3.1   For 2001 - $75,000 
  3.2   $7,584,000 the first year and 
  3.3   $7,844,000 the second year are for 
  3.4   office space costs of the legislature 
  3.5   and veterans organizations, for 
  3.6   ceremonial space, and for statutorily 
  3.7   free space. 
  3.8   $2,000,000 of the balance in the state 
  3.9   building code account in the state 
  3.10  government special revenue fund as of 
  3.11  July 1, 2001, is canceled to the 
  3.12  general fund. 
  3.13  The unexpended unobligated balance in 
  3.14  the parking surcharge account in the 
  3.15  state government special revenue fund 
  3.16  as of July 1, 2001, is canceled to the 
  3.17  general fund. 
  3.18  A joint house-senate task force must be 
  3.19  appointed to study the allocation of 
  3.20  spaces in the State Office Building 
  3.21  parking ramp.  Members of the task 
  3.22  force must include a representative of 
  3.23  the house majority, the house minority, 
  3.24  the senate majority, the senate 
  3.25  minority, the legislative coordinating 
  3.26  commission, the legislative reference 
  3.27  library, the revisor's office, and the 
  3.28  secretary of state.  A report must be 
  3.29  presented to the chairs and lead 
  3.30  minority members of the house and 
  3.31  senate state government operations 
  3.32  committees, by October 15, 2001.  In 
  3.33  developing the report, the task force 
  3.34  must examine the issues of proportional 
  3.35  representation based on full-time staff 
  3.36  housed in the State Office Building, 
  3.37  safety, fringe benefits, recruitment 
  3.38  needs, and staff seniority, and may 
  3.39  consider other appropriate issues.  The 
  3.40  report must include a transition plan 
  3.41  for any recommended changes, and may 
  3.42  include recommendations regarding the 
  3.43  creation of additional secure parking 
  3.44  spaces. 
  3.45  The commissioner of administration and 
  3.46  the capitol area architectural and 
  3.47  planning board must investigate the 
  3.48  possibility and advisability of 
  3.49  locating a bookshop or giftshop in the 
  3.50  capitol and must report their findings 
  3.51  and recommendations to the legislature 
  3.52  by February 1, 2002. 
  3.53  $75,000 in fiscal year 2001 and 
  3.54  $125,000 in fiscal year 2002 are for 
  3.55  pursuing litigation to recover costs 
  3.56  associated with indoor air quality 
  3.57  issues at the Luverne veterans home. 
  3.58     Sec. 6.  [REPEALER.] 
  3.59     Minnesota Statutes 2001 Supplement, sections 4A.055 and 
  3.60  16A.1286, subdivisions 4 and 5, are repealed. 
  3.61     Sec. 7.  [EFFECTIVE DATE.] 
  4.1      Sections 1 to 6 are effective retroactively to July 1, 2001.
