  1.1                          A bill for an act 
  1.2             relating to human rights; bringing metropolitan 
  1.3             government policy on affirmative action plans for 
  1.4             contractors into compliance with state government 
  1.5             policy; amending Minnesota Statutes 1996, section 
  1.6             473.144.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 473.144, is 
  1.9   amended to read: 
  1.10     473.144 [CERTIFICATES OF COMPLIANCE FOR CONTRACTS.] 
  1.11     Neither the council nor an agency listed in section 
  1.12  473.143, subdivision 1, may accept any bid or proposal for a 
  1.13  contract or agreement for goods or services in excess of 
  1.14  $100,000 from a firm or business having more than 40 full-time 
  1.15  employees, either within or outside this state, on a single 
  1.16  working day during the previous 12 months, unless the firm or 
  1.17  business has an affirmative action plan submitted to the 
  1.18  commissioner of human rights for approval, and neither the 
  1.19  council nor an agency listed in section 473.143, subdivision 1, 
  1.20  may execute such a contract for goods or services in excess of 
  1.21  $50,000 with any business having more than 20 full-time 
  1.22  employees on a single working day during the previous 12 months, 
  1.23  or agreement unless the firm or business has an affirmative 
  1.24  action plan for the employment of minority persons, women, and 
  1.25  the disabled that has been approved by the commissioner of human 
  1.26  rights.  Receipt of a certificate of compliance from the 
  2.1   commissioner of human rights signifies that a business has an 
  2.2   approved affirmative action plan.  A certificate is valid for 
  2.3   two years.  Section 363.073 governs revocation of certificates.  
  2.4   The rules adopted by the commissioner of human rights under 
  2.5   section 363.074 apply to this section.
