A bill for an act
relating to public safety; requiring same-day licenses and identification cards in
specified situations; appropriating money; amending Minnesota Statutes 2018,
section 171.02, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 171.02, is amended by adding a subdivision
to read:

new text begin An applicant who submits a properly completed
application for a noncompliant driver's license, instruction permit, or identification card
must be provided with the license or card at the time of the application and at the location
of the application. The applicant must not be provided with a temporary license or card.

new text begin This section is effective July 1, 2020, and applies to applications
made on or after that date.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $....... in fiscal year 2020 is appropriated from the general fund to the commissioner of
public safety to comply with the requirements of section 1. Of this appropriation, $....... is
for the commissioner to make grants to driver's license agents to purchase the equipment
required to comply with section 1.
