A bill for an act
relating to capital investment; appropriating money for a grant to Navigate to
provide a regional opportunity center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; NAVIGATE.

new text begin $1,500,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to Navigate, a 501(c)(3) nonprofit
organization, to purchase a building to develop an Opportunity Center located in the city
of Waite Park to offer regional:

new text begin (1) training opportunities for jobs in clean energy, energy efficiency, commercial and
residential retrofits, and other climate resiliency occupations; and

new text begin (2) child care services and early childhood resources for those enrolled in training as
well as underserved populations and essential workers in the surrounding communities.

new text begin This appropriation is available until the project is completed or abandoned, subject to
Minnesota Statutes, section 16A.642. This is a onetime appropriation.
