  1.1                          A bill for an act 
  1.2             relating to public improvements; authorizing state 
  1.3             bonds; appropriating money for the construction of 
  1.4             improvements for certain recreational facilities for 
  1.5             the city of Richfield. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $6,000,000 is appropriated from the bond proceeds fund to 
  1.9   the department of trade and economic development for a grant to 
  1.10  the city of Richfield for planning, designing, constructing, and 
  1.11  equipping recreational facilities needed to replace facilities 
  1.12  used to complete improvements to Wold Chamberlain field.  The 
  1.13  appropriation must be spent in a manner consistent with the 
  1.14  recreation asset replacement study of the Richfield community 
  1.15  services department. 
  1.16     Sec. 2.  [BOND SALE AUTHORIZATIONS.] 
  1.17     To provide the money appropriated in this act from the bond 
  1.18  proceeds fund, the commissioner of finance, on request of the 
  1.19  governor, shall sell and issue bonds of the state in an amount 
  1.20  up to $6,000,000 in the manner, upon the terms, and with the 
  1.21  effect prescribed by Minnesota Statutes, section 16A.631 to 
  1.22  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.23  4 to 7.
