A bill for an act
relating to health; education; providing for parent and caregiver educational
information regarding eating disorders; proposing coding for new law in
Minnesota Statutes, chapter 121A.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin A school district must annually provide parent and caregiver educational information
regarding eating disorders for students in grades 5 through 12. The information must be
consistent with guidelines set forth by the Department of Education.

Sec. 2. new text begin POLICIES.

new text begin The commissioner of education, in conjunction with the commissioner of health,
shall develop and implement policies for providing parent and caregiver information
regarding eating disorders. The commissioners of education and health shall develop
policies with input from organizations and entities, including local school boards, school
superintendents, the Emily Program Foundation, the Minnesota Association of School
Nurses, the Minnesota chapter of the American Academy of Pediatrics, and the Minnesota
Academy of Family Physicians. In doing so, the commissioners of education and
health shall identify and develop appropriate additions or revisions to existing policies
and guidelines related to development of parent and caregiver educational information,
including guidance regarding the clear delineation of health information from other
administrative documents. The commissioners of education and health shall develop
appropriate guidelines for local school boards regarding:

new text begin (1) the optional development of an eating disorders screening program;

new text begin (2) specification for training needs and requirements for personnel and volunteers;

new text begin (3) appropriate opt-out and exemption procedures;
new text end

new text begin (4) parental and caregiver notification procedures for positive indications of an
eating disorder; and

new text begin (5) any issues requiring statutory or regulatory amendment.
