A bill for an act
relating to public safety; appropriating money to provide grants to develop law
enforcement training on issues associated with dementia and Alzheimer's disease;
requiring a report.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$500,000 in fiscal year 2023 is appropriated from the
general fund to the commissioner of public safety for the purposes of this section.

(a) $500,000 in fiscal year 2023 is for the Office
of Justice Programs to administer regional and statewide voluntary training grants to state
and local law enforcement and first responders to contract with a training organization for
training on communication strategies, behavioral studies, and issues associated with persons
with dementia and Alzheimer's disease, including at a minimum wandering, driving, abuse,
and neglect. The training must meet the requirements in section 626.8469, subdivision 1b.
When awarding grants, the office shall give priority to law enforcement or first responder
agencies with less than 45 officers.

(b) The commissioner shall submit a written report describing and evaluating the grant
program to the chairs and ranking minority members of the house of representatives and
senate committees with jurisdiction over public safety by January 1, 2024.
