A bill for an act
relating to motor vehicles; authorizing special "combat drug abuse" license
plates; proposing coding for new law in Minnesota Statutes, chapter 168.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The registrar shall issue
special "combat drug abuse" license plates to an applicant who:

(1) is an owner or joint owner of a passenger automobile;

new text begin
(2) pays a fee of $10 to cover the costs of handling and manufacturing the plates;

(3) pays the registration tax required under section 168.013;
new text end
new text begin
(4) pays the fees required under this chapter;
new text end
new text begin
(5) pays an annual additional contribution of $30 for deposit in the chemical
dependency treatment fund; and

(6) complies with laws and rules governing registration and licensing of vehicles
and drivers.

The commissioner shall design the special plates in consultation
with the commissioner of human services. The plates must bear a distinguishing number
and the words "combat drug abuse."

Notwithstanding section 168.12, subdivision 1, on
payment of a transfer fee of $5, plates issued under this section may be transferred to
another passenger automobile owned or jointly owned by the person to whom the special
plates were issued.

The fees collected under this section, excluding
contributions, must be deposited in the state treasury and credited to the highway user
tax distribution fund.

The commissioner shall deposit all
contributions received under this section into the chemical dependency fund for the
purposes of chapter 254B.

License plates issued under this section are
not subject to section 168.1293.
