  1.1                          A bill for an act
  1.2             relating to the metropolitan council; establishing 
  1.3             corridor planning pilot projects; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CORRIDOR PLANNING PILOT PROJECTS.] 
  1.6      Subdivision 1.  [PILOT PROJECTS.] (a) The metropolitan 
  1.7   council shall establish corridor planning pilot projects for the 
  1.8   highway 61 south, and I-35W north corridors in the metropolitan 
  1.9   area.  A "corridor plan" is a subregional, multijurisdictional 
  1.10  comprehensive plan for the area along a major transportation 
  1.11  corridor through two or more municipalities.  A corridor plan 
  1.12  implements local development and redevelopment objectives in 
  1.13  compliance with regional goals and priorities by establishing an 
  1.14  integrated and cooperative working relationship between 
  1.15  adjoining corridor communities to, among other things: 
  1.16     (1) make use of shared geographic information systems, as 
  1.17  they are developed; 
  1.18     (2) establish a framework for a comprehensive livable 
  1.19  community urban design; 
  1.20     (3) develop strategies for housing, and economic 
  1.21  development and redevelopment, including the cleanup of 
  1.22  contaminated properties; and 
  1.23     (4) create a comprehensive multimodal transportation plan 
  1.24  for the corridor, integrating transportation and land use issues.
  2.1      (b) A corridor plan must be developed by representatives of 
  2.2   each of the municipalities in the corridor, reviewed and 
  2.3   approved by the metropolitan council, and adopted by each of the 
  2.4   participating municipalities.  A local comprehensive plan must 
  2.5   be consistent with the corridor plan. 
  2.6      Subd. 2.  [1999 LEGISLATIVE PROPOSAL.] Based on the 
  2.7   metropolitan council's experience with the corridor planning 
  2.8   pilot projects, the council shall propose legislation for the 
  2.9   1999 legislature's consideration, that will provide incentives 
  2.10  to communities to implement their adopted corridor plans 
  2.11  approved by the council.  Recommendations for incentives may 
  2.12  include, but are not limited to, recommendations related to tax 
  2.13  increment financing, brownfield cleanup and redevelopment 
  2.14  assistance, transportation funding, board of government 
  2.15  innovation and cooperation grants, and local government 
  2.16  assistance. 
  2.17     Sec. 2.  [APPROPRIATION.] 
  2.18     $....... is appropriated from the general fund to the 
  2.19  metropolitan council for fiscal year 1999 for corridor planning 
  2.20  pilot project grants. 
  2.21     Sec. 3.  [EFFECTIVE DATES; APPLICATION.] 
  2.22     Section 1 is effective the day following final enactment.  
  2.23  This act applies in the counties of Anoka, Carver, Dakota, 
  2.24  Hennepin, Ramsey, Scott, and Washington.
