  1.1                          A bill for an act
  1.2             relating to education; making changes to county 
  1.3             extension work; providing matching funds for county 
  1.4             extension offices; amending Minnesota Statutes 2002, 
  1.5             section 38.35. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 38.35, is 
  1.8   amended to read: 
  1.9      38.35 [STATE APPROPRIATIONS; HOW SPENT.] 
  1.10     Subdivision 1.  [USE OF STATE FUNDS.] Money appropriated by 
  1.11  the state to maintain and pay expenses of county extension work 
  1.12  must be spent under the direction of the director of extension, 
  1.13  who, acting with the county extension committee, shall maintain 
  1.14  a county extension office in each county that meets the 
  1.15  requirements of this section to carry out sections 38.33 to 
  1.16  38.38. 
  1.17     Subd. 2.  [COUNTY MATCH REQUIREMENT.] The director of 
  1.18  extension shall use state appropriations to match county 
  1.19  appropriations for county extension work.  For a county that 
  1.20  appropriates an amount equal to 40 percent of the annual county 
  1.21  extension office costs, the director must provide 60 percent of 
  1.22  the county extension office costs.  The director may prorate 
  1.23  support for a county extension office in a county that 
  1.24  appropriates less than 40 percent of the county extension office 
  1.25  costs.  The reduction in state support must be proportional to 
  2.1   the amount the county appropriations are below 40 percent of the 
  2.2   county extension office costs.  For the purposes of this 
  2.3   section, "county extension office costs" means the cost of 
  2.4   operating the office and delivering the program developed under 
  2.5   section 38.37.
