  1.1                          A bill for an act 
  1.2             relating to state government; requiring the 
  1.3             commissioner of human rights to submit a plan to the 
  1.4             legislature. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PLAN FOR ELIMINATION OF HUMAN RIGHTS CASE 
  1.7   BACKLOG.] 
  1.8      The commissioner of human rights, in consultation with the 
  1.9   Indian affairs council, the council on affairs of 
  1.10  Spanish-speaking people, the council on Black Minnesotans, and 
  1.11  the council on Asian-Pacific Minnesotans, shall report to the 
  1.12  legislature by December 1, 1996.  The report must contain a plan 
  1.13  to eliminate the case backlog in the department, and a plan to 
  1.14  process cases in the future in a manner that complies with 
  1.15  statutory time deadlines and any recommendations for 
  1.16  organizational, staff, or budget changes.
