  1.1                          A bill for an act
  1.2             relating to the housing finance agency; authorizing 
  1.3             state bonds; appropriating money from the bond 
  1.4             proceeds fund for transitional housing. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [HOUSING FINANCE AGENCY; APPROPRIATION; 
  1.7   TRANSITIONAL HOUSING.] 
  1.8      (a) $2,500,000 is appropriated from the bond proceeds fund 
  1.9   for transfer to the housing development fund for the purpose of 
  1.10  making transitional housing loans, including loans to local 
  1.11  government units authorized under Minnesota Statutes, section 
  1.12  462A.202, subdivision 2, for housing homeless youths, homeless 
  1.13  families, and battered women.  At least 25 percent of the 
  1.14  appropriation under this section must utilize youthbuild, 
  1.15  Minnesota Statutes, sections 268.361 to 268.366, or other youth 
  1.16  employment and training programs for the labor portion of the 
  1.17  construction.  Eligible programs must consult with appropriate 
  1.18  labor organizations to deliver education and training.  In 
  1.19  making grants under this section, the commissioner shall use a 
  1.20  request for proposal process. 
  1.21     (b) To provide the money appropriated by this section from 
  1.22  the bond proceeds fund, the commissioner of finance, on request 
  1.23  of the governor, shall sell and issue bonds of the state in an 
  1.24  amount up to $2,500,000 in the manner, on the terms, and with 
  1.25  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.1   16A.675, and by the Minnesota Constitution, article XI, sections 
  2.2   4 to 7.
