A bill for an act
relating to traffic regulations; prohibiting operation of vehicles in left-hand lane
with exceptions; amending Minnesota Statutes 2008, sections 169.18, by adding
a subdivision; 171.13, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2008, section 169.18, is amended by adding a
subdivision to read:

(a) Upon all freeways
and expressways, as defined in section 160.02, a vehicle must not be operated in the
left-hand lane except:

(1) when overtaking and passing another vehicle proceeding in the same direction;

(2) when preparing for a left turn at an intersection or into a private road or driveway;
new text end
new text begin
(3) when necessary to enter or exit the expressway or freeway;
new text end
new text begin
(4) when necessary to avoid traffic merging onto the expressway or freeway;
new text end
new text begin
(5) when otherwise directed in a highway work zone;
new text end
new text begin
(6) when otherwise required to comply with subdivision 11 or 12;

(7) when otherwise directed by a peace officer; or
new text end
new text begin
(8) when otherwise expressly allowed or required by other law or a highway traffic
control device or sign.

(b) The commissioner of transportation shall erect appropriate signs on freeways and
expressways to instruct motorists concerning paragraph (a).

Minnesota Statutes 2008, section 171.13, is amended by adding a subdivision
to read:

The
commissioner shall include in each edition of the driver's manual published by the
department after August 1, 2010, instructions relating to the limitations on operating a
motor vehicle in the left-hand lane under section 169.18.

The commissioner of public safety, through public service announcements and other
means, shall educate the motoring public about the requirements of section 1.
