  1.1                          A bill for an act
  1.2             relating to education; modifying orderly reduction 
  1.3             plans for certain school board members; allowing the 
  1.4             consolidated Red Rock school district to accelerate 
  1.5             the schedule for reducing the number of school board 
  1.6             members; amending Minnesota Statutes 1996, section 
  1.7             122.23, subdivision 2b. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1996, section 122.23, 
  1.10  subdivision 2b, is amended to read: 
  1.11     Subd. 2b.  [ORDERLY REDUCTION PLAN.] As part of the 
  1.12  resolution required by subdivision 2, the school board must 
  1.13  prepare a plan for the orderly reduction of the membership of 
  1.14  the board to six or seven members and a plan for the 
  1.15  establishment or dissolution of election districts.  The plan 
  1.16  may shorten any or all terms of incumbent board members to 
  1.17  achieve the orderly reduction.  The plan must be submitted to 
  1.18  the secretary of state for review and comment. 
  1.19     Sec. 2.  [ACCELERATED TRANSITION PLAN.] 
  1.20     Notwithstanding Minnesota Statutes, section 122.23, 
  1.21  subdivision 2b, or other law to the contrary, independent school 
  1.22  district No. 2884, Red Rock Central, is authorized to terminate 
  1.23  all existing school board members' terms by the first Monday in 
  1.24  January 1999, and to hold elections for seven school board 
  1.25  members at the 1998 school district general election under 
  1.26  Minnesota Statutes, section 205A.04.  Of the seven board members 
  2.1   elected, three members shall be elected to serve four-year terms 
  2.2   and four members shall be elected to serve two-year terms.  Only 
  2.3   one board member from each election district shall be elected to 
  2.4   serve a four-year term.  Candidates must specify in their 
  2.5   affidavit the election district and the term of office to which 
  2.6   they are seeking election.  The school board members elected at 
  2.7   the 1998 school district general election shall assume office on 
  2.8   the first Monday in January 1999.  The school board of 
  2.9   independent school district No. 2884, Red Rock Central, then 
  2.10  shall consist of seven members until such time as the electors 
  2.11  in the school district vote on a proposition favoring a 
  2.12  six-member board under Minnesota Statutes, section 123.33, 
  2.13  subdivision 1. 
  2.14     Sec. 3.  [EFFECTIVE DATE.] 
  2.15     This act is effective the day following final enactment.
