  1.1                          A bill for an act 
  1.2             relating to child care; requiring counties to make 
  1.3             vendor payments to child care providers; amending 
  1.4             Minnesota Statutes 1997 Supplement, section 119B.13, 
  1.5             subdivision 6. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1997 Supplement, section 
  1.8   119B.13, subdivision 6, is amended to read: 
  1.9      Subd. 6.  [PROVIDER PAYMENTS.] Counties shall make vendor 
  1.10  payments to the child care provider or pay the parent directly 
  1.11  for eligible child care expenses.  If payments for child care 
  1.12  assistance are made to providers, The provider shall bill the 
  1.13  county for services provided within ten days of the end of the 
  1.14  month of service.  If bills are submitted in accordance with the 
  1.15  provisions of this subdivision, a county shall issue payment to 
  1.16  the provider of child care under the child care fund within 30 
  1.17  days of receiving an invoice from the provider.  Counties may 
  1.18  establish policies that make payments on a more frequent basis.  
  1.19  A county's payment policies must be included in the county's 
  1.20  child care plan under section 119B.08, subdivision 3.
