  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing issuance 
  1.3             of state bonds for hazardous material abatement and 
  1.4             renovation for the Fort Snelling International Hostel; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $6,500,000 is appropriated from the bond proceeds fund to 
  1.9   the Minnesota historical society for the abatement of hazardous 
  1.10  materials at Historic Fort Snelling and for a grant to Hosteling 
  1.11  International for the renovation of building no. 17 at Fort 
  1.12  Snelling for its future use as the Fort Snelling International 
  1.13  Hostel.  Hosteling International of Minnesota must enter into a 
  1.14  lease with the Minnesota historical society to operate the 
  1.15  hostel.  State operating funds must not be used for the 
  1.16  operation and maintenance of the hostel. 
  1.17     Sec. 2.  [BOND AUTHORIZATION.] 
  1.18     To provide the money appropriated in section 1 from the 
  1.19  bond proceeds fund, the commissioner of finance, on request of 
  1.20  the governor, shall sell and issue bonds of the state in an 
  1.21  amount up to $6,500,000 in the manner, upon the terms, and with 
  1.22  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.23  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.24  4 to 7. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      Sections 1 and 2 are effective the day after their final 
  2.2   enactment.
