  1.1                          A bill for an act 
  1.2             relating to human services; providing for anticipated 
  1.3             reductions in federal money for various programs; 
  1.4             permitting the conditions to be altered for 
  1.5             disbursements under various programs; appropriating 
  1.6             money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [HUMAN SERVICES PROGRAM; CONDITIONS; 
  1.9   APPROPRIATIONS.] 
  1.10     The legislature determines that extensive reductions are to 
  1.11  be expected in the amount of funds available from the federal 
  1.12  government for use in various programs during the fiscal year 
  1.13  ending June 30, 1997.  It further determines that these 
  1.14  anticipated deficiencies are not to be met by increases in state 
  1.15  taxes and fees.  During the fiscal year ending June 30, 1997, 
  1.16  the governor may direct the commissioner of human services to 
  1.17  alter the conditions for disbursements under the programs 
  1.18  identified in Laws 1995, chapter 207, article 1, so that the 
  1.19  amount of funds available for the programs is not exceeded by 
  1.20  the disbursements.  $150,000,000 is appropriated from the budget 
  1.21  reserve and cash flow account to the commissioner of human 
  1.22  services for the fiscal year ending June 30, 1997, for the 
  1.23  programs identified in Laws 1995, chapter 207, article 1.  The 
  1.24  governor may direct that part or all of the appropriation be 
  1.25  disbursed under the programs.  Any part of the appropriation not 
  1.26  expended for the purposes of this section shall remain in the 
  2.1   budget reserve and cash flow account.  The governor may not 
  2.2   provide funds for the deficiencies from any source other than 
  2.3   that provided by this section.
