A bill for an act
relating to capital investment; authorizing spending to acquire and better public
land and buildings and other improvements of a capital nature; authorizing the
issuance of state bonds; appropriating money for city of Medford wastewater and
water system improvements.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

WATER SYSTEM IMPROVEMENTS.

new text begin Appropriation. new text end

new text begin $7,500,000 is appropriated from the bond proceeds
fund to the commissioner of employment and economic development for a grant to the
city of Medford to acquire land, predesign, design, construct, furnish, and equip a major
upgrade to the city's wastewater treatment facility, as provided in the agreement with the
Pollution Control Agency, and to construct water system improvements as provided in the
city's agreement with the Department of Health. The facilities will be located in either or
both of the cities of Medford and Owatonna, in Steele County. This appropriation is not
available until the commissioner of finance has determined that funding from nonstate
sources sufficient to complete the project, estimated to cost $10,025,000, have been spent
on or committed to the project.

new text begin To provide the money appropriated in subdivision 1 from
the bond proceeds fund, the commissioner of finance shall sell and issue bonds of the
state in an amount up to $7,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
