  1.1                          A bill for an act 
  1.2             relating to highways; temporarily legalizing use of 
  1.3             I-394 "sane lanes" by single-occupant vehicles; 
  1.4             requiring study and report by commissioner of 
  1.5             transportation. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [OBEDIENCE TO TRAFFIC-CONTROL DEVICE.] 
  1.8      Notwithstanding other law to the contrary, from October 1 
  1.9   to November 15, 2002, failure to obey a traffic-control device 
  1.10  on marked interstate highway I-394 that restricts a lane of 
  1.11  I-394 to use exclusively by high-occupancy vehicles does not 
  1.12  constitute a violation of law. 
  1.13     Sec. 2.  [STUDY.] 
  1.14     The commissioner shall study and report to the legislature 
  1.15  by February 1, 2003, the traffic flow and highway safety results 
  1.16  on marked interstate highway I-394 during the period from 
  1.17  October 1 to November 15, 2002.  The commissioner shall gather 
  1.18  and compile any relevant facts, comparisons, statistics, or 
  1.19  other relevant data and report findings and conclusions.
