  1.1                          A bill for an act 
  1.2             relating to appropriations; authorizing state bonds; 
  1.3             appropriating money for partial renovation of a 
  1.4             building for the Minnesota Labor Interpretive Center; 
  1.5             amending Laws 1990, chapter 610, article 1, section 
  1.6             16, subdivision 4. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [MINNESOTA LABOR INTERPRETIVE CENTER.] 
  1.9      Subdivision 1.  [APPROPRIATION.] $12,700,000 is 
  1.10  appropriated from the bond proceeds fund to the department of 
  1.11  administration for renovation and upgrades to the East Building 
  1.12  of the Science Museum for use for the Minnesota Labor 
  1.13  Interpretive Center. 
  1.14     Subd. 2.  [BOND SALE.] To provide the money appropriated by 
  1.15  this section from the bond proceeds fund, the commissioner of 
  1.16  finance, on request of the governor, shall sell and issue bonds 
  1.17  of the state in an amount up to $12,700,000 in the manner, on 
  1.18  the terms, and with the effect prescribed by Minnesota Statutes, 
  1.19  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.20  article XI, sections 4 to 7. 
  1.21     Sec. 2.  Laws 1990, chapter 610, article 1, section 16, 
  1.22  subdivision 4, is amended to read: 
  1.23      Subd. 4.  For the labor 
  1.24  history center                                          550,000
  1.25  This appropriation is to plan and 
  1.26  design the Labor History Center.  The 
  1.27  society shall develop a facility 
  2.1   program document that defines the space 
  2.2   and programming needs of the center 
  2.3   including operating expenses.  The 
  2.4   society shall determine, through a site 
  2.5   location assessment study, the location 
  2.6   of the center on a site adjacent to the 
  2.7   history center and prepare working 
  2.8   drawings for the project.  Cost 
  2.9   estimates for all elements necessary to 
  2.10  complete the project must be submitted 
  2.11  to the chairs of the agriculture, 
  2.12  transportation, and semi-states 
  2.13  divisions of the senate finance and 
  2.14  house appropriations committees for 
  2.15  their recommendations.  The 
  2.16  recommendations are advisory only.  
  2.17  Failure or refusal to make a 
  2.18  recommendation promptly is deemed a 
  2.19  negative recommendation.  The total 
  2.20  cost of the project must not exceed 
  2.21  $12,500,000 $14,000,000.  The project 
  2.22  cost may include exhibits and 
  2.23  audio-visual devices and systems. 
  2.24     Sec. 3.  [EFFECTIVE DATE.] 
  2.25     Sections 1 and 2 are effective the day after their final 
  2.26  enactment.
