relating to human services; delaying implementation of a new waiver funding
allocation methodology; requiring development of an implementation plan.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin DELAY OF NEW ALLOCATION METHODOLOGY.

new text begin (a) The commissioner of human services shall not implement any modifications of
the methodology in effect on January 1, 2006, for allocating funds to counties under the
home and community-based waivered services program for persons with developmental
disabilities and shall not submit any proposed modifications to the Centers for Medicare
and Medicaid Services until specifically authorized by the legislature.

new text begin (b) The commissioner shall convene a group of stakeholders, including families,
advocates, providers, and county representatives, to analyze proposed modifications in the
methodology and develop an implementation plan. The commissioner shall report the
proposed implementation plan to the legislature by January 15, 2007.
