  1.1                          A bill for an act 
  1.2             relating to emergency management; requiring the 
  1.3             division of emergency management to provide ongoing 
  1.4             coordination of volunteer resources for use during 
  1.5             disasters; appropriating money; amending Minnesota 
  1.6             Statutes 1996, section 12.09, by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 12.09, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 9.  [VOLUNTEER RESOURCES COORDINATION.] The division 
  1.11  shall provide ongoing coordination of a network of state, local, 
  1.12  and federal government agencies and private organizations to 
  1.13  ensure the smooth coordination of donations and volunteerism 
  1.14  during major disasters.  Duties include:  
  1.15     (1) hotline management, including training, staffing, 
  1.16  information distribution, and coordination with emergency 
  1.17  operations management; 
  1.18     (2) coordination between government and private relief 
  1.19  agencies; 
  1.20     (3) networking with volunteer organizations; 
  1.21     (4) locating resources for anticipated disaster needs and 
  1.22  making these resources available to local governments in a 
  1.23  database; 
  1.24     (5) training in disaster preparation; 
  1.25     (6) revising existing plans based on experience with 
  1.26  disasters and testing the plans with simulated disasters; and 
  2.1      (7) maintaining public information about disaster donations 
  2.2   and volunteerism. 
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $50,000 is appropriated from the general fund to the 
  2.5   commissioner of public safety for the purposes of section 1 and 
  2.6   to fund one full-time staff person in the division of emergency 
  2.7   management.
