  1.1                          A bill for an act
  1.2             relating to health; changing the date by which the 
  1.3             commissioner of administration must present to the 
  1.4             legislature recommendations on private sector 
  1.5             administration of the MinnesotaCare program; amending 
  1.6             Laws 1995, chapter 234, article 6, section 44. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Sec. 1.  Laws 1995, chapter 234, article 6, section 44, is 
  1.9   amended to read: 
  1.10     Sec. 44.  [MINNESOTACARE PROGRAM ADMINISTRATION.] 
  1.11     The commissioner of administration shall study the 
  1.12  potential effectiveness of contracting with a private sector 
  1.13  third-party administrator to administer the MinnesotaCare 
  1.14  program.  The commissioner shall determine whether the use of a 
  1.15  third-party administrator to determine enrollee eligibility and 
  1.16  process provider claims will reduce state administrative costs, 
  1.17  improve the accuracy and timeliness of eligibility determination 
  1.18  and claims payment, and allow effective coordination of 
  1.19  MinnesotaCare with the medical assistance program and county 
  1.20  social service agencies.  The commissioner shall consider the 
  1.21  possibility of the integration of the MinnesotaCare program with 
  1.22  medical assistance and general assistance medical care, and 
  1.23  shall take into account existing or future federal waivers 
  1.24  affecting the MinnesotaCare program.  The commissioner shall 
  1.25  present recommendations to the legislature by February December 
  1.26  1, 1996.
