A bill for an act
relating to capital investment; appropriating money for skate parks throughout the
state; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation; community facility. new text end

new text begin $3,000,000 is appropriated from
the bond proceeds fund to the Amateur Sports Commission for up to 12 grants, under
Minnesota Statutes, section 240A.20, of up to $250,000 each to predesign, design, construct,
furnish, and equip public skate parks. Design work must be by designers with expertise in
the field of skate park design. Construction must be of a skate park designed by designers
with expertise in the field of skate park design.

new text begin $4,500,000 is appropriated from the
bond proceeds fund to the Amateur Sports Commission for up to six grants, under Minnesota
Statutes, section 240A.20, of up to $750,000 each, for skate parks with a regional draw to
predesign, design, construct, furnish, and equip public skate parks. Design work must be
by designers with expertise in the field of skate park design. Construction must be of a skate
park designed by designers with expertise in the field of skate park design. The Amateur
Sports Commission shall determine whether a skate park or proposed skate park has or is
expected to have a regional draw.

new text begin $2,500,000 is appropriated from the
bond proceeds fund to the Amateur Sports Commission for a facility, under Minnesota
Statutes, section 240A.20, for one or more skate parks with a statewide draw to predesign,
design, construct, furnish, and equip skate parks. Design work must be by designers with
expertise in the field of skate park design. Construction must be of a skate park designed
by designers with expertise in the field of skate park design. The Amateur Sports Commission
shall determine whether a skate park or proposed skate park has or is expected to have a
statewide draw.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $10,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
