  1.1                          A bill for an act 
  1.2             relating to government efficiency; extending the 
  1.3             effective period of certain exemptions granted by the 
  1.4             board of government innovation and cooperation; 
  1.5             granting independent school district No. 2134, United 
  1.6             South Central, a waiver from a law related to 
  1.7             elections; amending Minnesota Statutes 1994, section 
  1.8             465.797, by adding a subdivision. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1994, section 465.797, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 5a.  [EXEMPTIONS GRANTED IN 1995.] Notwithstanding 
  1.13  subdivision 5, exemptions from enforcement of law granted by the 
  1.14  board during calendar year 1995 remain in effect until June 30, 
  1.15  1999.  This subdivision expires June 30, 1999. 
  1.16     Sec. 2.  [SCHOOL DISTRICT.] 
  1.17     Notwithstanding Minnesota Statutes, section 205A.12, 
  1.18  subdivision 5, independent school district No. 2134, United 
  1.19  South Central, may elect two school board members from each of 
  1.20  three election districts in the school district.  If the school 
  1.21  district chooses this option, the two members from each election 
  1.22  district must serve staggered terms so that only one member from 
  1.23  each election district will be scheduled for election in any 
  1.24  year. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  1.26     (a) Section 1 is effective the day following final 
  1.27  enactment. 
  2.1      (b) Section 2 is effective the day following compliance 
  2.2   with Minnesota Statutes, section 645.021, subdivision 3, by the 
  2.3   governing body of school district No. 2134, United South Central.
