A bill for an act
relating to governmental operations; creating a task force to study the use of credit
and debit cards for payment of taxes, licenses, permits, and other statutory fees.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Creation of task force; membership. new text end

new text begin There is created a task force
to study the use of credit and debit cards for transactions with state and local governments
where payment is for taxes, licenses, permits, or other statutory fees. The membership
of the task force shall consist of:

new text begin (1) the commissioner of public safety or a designee;
new text end

new text begin (2) the commissioner of natural resources or a designee;
new text end

new text begin (3) the commissioner of finance or a designee;
new text end

new text begin (4) a representative designated by the League of Minnesota Cities;
new text end

new text begin (5) a representative designated by the Association of Minnesota Counties;
new text end

new text begin (6) a representative designated by the Minnesota Deputy Registrar Association;
new text end

new text begin (7) a representative designated by the Minnesota Association of County Auditors,
Treasurers, and Finance Officers; and
new text end

new text begin (8) a representative of the Consumer Division of the Office of the Attorney General.

new text begin Task force duties; report. new text end

new text begin The commissioner of public safety or a
designee shall call for the time and place of the first meeting of the task force. The task
force shall elect a permanent chair from among its members. The task force shall study
the advantages and disadvantages of the use of credit and debit cards for transactions with
state and local government from both the government's and the consumer's point of
view. The task force shall identify options to facilitate the use of credit and debit cards
for transactions and identify the fiscal impacts of those options. The task force shall
solicit testimony from representatives of state and local government, consumers, and the
credit card industry. The task force shall report its findings and recommendations to the
2007 legislature as provided for in Minnesota Statutes, section 3.195. The report shall
also be provided to the chairs of the senate committee on state and local government
operations, the house of representatives committee on local government, and the house of
representatives committee on governmental operations and veterans affairs.
