  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for 
  1.4             essential priority projects on specific highways in 
  1.5             specified counties. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      (a) $140,915,000 is appropriated from the bond proceeds 
  1.9   fund to the commissioner of transportation to make grants as 
  1.10  provided in paragraph (c) to the counties specified for the 
  1.11  county-state-aid highway (CSAH) priority reconstruction projects 
  1.12  and for two additional specified county roads in Becker county, 
  1.13  all specified in paragraph (c). 
  1.14     (b) The appropriation is for the upgrading, modernizing, 
  1.15  and reconstruction of CSAH and county road segments that have 
  1.16  the highest priorities in their respective counties.  This 
  1.17  capital work is necessary and essential for the economy and 
  1.18  commerce of the state to handle larger, wider, and heavier 
  1.19  mobile equipment, including agricultural equipment, and to 
  1.20  provide for the safety of the traveling public. 
  1.21     (c) The priority projects and their respective counties are:
  1.22     (1) Becker county:  15 miles; surface improvements on 
  1.23  Becker county highways 124 and 143; $1,200,000. 
  1.24     (2) Blue Earth county:  (A) 1 mile; Victory Drive 
  1.25  extension; staged new construction and bridge; $11,000,000.  
  2.1   Segments from just south of Madison Avenue in the city of 
  2.2   Mankato to CSAH 3/trunk highway No. 14. 
  2.3      (B) 26 miles; CSAH 10 reconstruction; $9,000,000.  Trunk 
  2.4   highway No. 22 to the Watonwan county line. 
  2.5      (3) Chisago county:  6.5 miles; CSAH 7 reconstruction; 
  2.6   $6,200,000.  From Rush City to the Isanti county line. 
  2.7      (4) Cottonwood county:  10 miles; CSAH 2 reconstruction; 
  2.8   $4,000,000.  From trunk highway No. 60 to trunk highway No. 30. 
  2.9      (5) Faribault county:  5 miles; CSAH 21 reconstruction; 
  2.10  $2,500,000.  From trunk highway No. 109 to the city of Minnesota 
  2.11  Lake. 
  2.12     (6) Freeborn county:  13 miles; CSAH 46 reconstruction; 
  2.13  $7,000,000.  City of Albert Lea to the Mower county line. 
  2.14     (7) Goodhue county:  19 miles; CSAH 1 reconstruction; 
  2.15  $12,000,000.  From trunk highway No. 52 to the city of Red Wing. 
  2.16     (8) Jackson county:  30 miles; CSAH 34 reconstruction; 
  2.17  $9,800,000.  Segments parallel to Interstate 90 across Jackson 
  2.18  county. 
  2.19     (9) Lake county:  (A) 5.5 miles; CSAH 4 reconstruction and 
  2.20  a bridge; $2,300,000.  From CSAH 15 to CSAH 5. 
  2.21     (B) 11 miles; CSAH 2 reconstruction and four bridges; 
  2.22  $4,400,000.  From CSAH 14 to CSAH 15. 
  2.23     (C) 3 miles; CSAH 4 reconstruction; $1,800,000.  From trunk 
  2.24  highway No. 61 to CSAH 5. 
  2.25     (10) LeSueur county:  6.5 miles; CSAH 15 reconstruction; 
  2.26  $3,500,000.  From the Blue Earth county line to trunk highway 
  2.27  No. 99. 
  2.28     (11) Martin county:  6 miles; CSAH 53 reconstruction; 
  2.29  $2,500,000.  From the Iowa border to CSAH 12. 
  2.30     (12) McLeod county:  0.5 mile; future CSAH reconstruction, 
  2.31  new construction, and a bridge; $1,700,000.  (Morningside 
  2.32  Avenue) from CSAH 33 to trunk highway No. 212 in the city of 
  2.33  Glencoe. 
  2.34     (13) Mille Lacs county:  (A) 17 miles; CSAH 1 
  2.35  reconstruction; $8,000,000.  From trunk highway No. 23 to the 
  2.36  East county line south of trunk highway No. 95. 
  3.1      (B) 6 miles; CSAH 26 reconstruction and a bridge; 
  3.2   $4,000,000.  From trunk highway No. 27 to trunk highway No. 169. 
  3.3      (14) Nicollet county:  25 miles; CSAH 5 reconstruction; 
  3.4   $12,000,000.  Segments between trunk highway No. 4 and CSAH 40. 
  3.5      (15) Nobles county:  21 miles; CSAH 35 reconstruction; 
  3.6   $7,590,000.  From the Rock county line to the city of 
  3.7   Worthington. 
  3.8      (16) Pipestone county:  2.5 miles; CSAH 4 reconstruction; 
  3.9   $1,000,000.  From trunk highway No. 23 to trunk highway No. 75. 
  3.10     (17) Renville county:  23 miles; CSAH 2 reconstruction; 
  3.11  $13,000,000.  From CSAH 1 to the Sibley county line. 
  3.12     (18) Roseau county:  13 miles; CSAH 7 reconstruction and 
  3.13  paving; $4,000,000.  From CSAH 10 to the west county line and 
  3.14  north to Kittson CSAH 24. 
  3.15     (19) Sibley county:  24 miles; CSAH 8 reconstruction and 
  3.16  strengthening; $3,100,000.  Segments between trunk highway No. 
  3.17  15 and state highway No. 169. 
  3.18     (20) Steele county:  7.3 miles; CSAH 12 reconstruction; 
  3.19  $2,900,000.  From the Waseca county line to Interstate 35 at the 
  3.20  city of Medford. 
  3.21     (21) Wabasha county:  1.5 miles; CSAH 5 reconstruction; 
  3.22  $1,700,000.  From the western limits of Lake City to trunk 
  3.23  highway No. 63. 
  3.24     (22) Waseca county:  3 miles; CSAH 13 and 4 reconstruction; 
  3.25  $2,500,000.  From 8th Avenue NE in the city of Waseca to trunk 
  3.26  highway No. 14. 
  3.27     (23) Winona county:  5 miles; CSAH 25 reconstruction; 
  3.28  $2,225,000.  Segments between the cities of Rollingstone and 
  3.29  Minneiska. 
  3.30     Sec. 2.  [BOND SALE.] 
  3.31     To provide the money appropriated in this act from the bond 
  3.32  proceeds fund, the commissioner of finance shall sell and issue 
  3.33  bonds of the state in an amount up to $140,915,000 in the 
  3.34  manner, upon the terms, and with the effect prescribed by 
  3.35  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  3.36  Minnesota Constitution, article XI, sections 4 to 7. 
  4.1      Sec. 3.  [EFFECTIVE DATE.] 
  4.2      Sections 1 and 2 are effective the day following final 
  4.3   enactment.
