  1.2             relating to appropriations; appropriating money for 
  1.3             higher education and related purposes, with certain 
  1.4             conditions. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6   Section 1.  [HIGHER EDUCATION APPROPRIATIONS.] 
  1.7      The sums in the columns headed "APPROPRIATIONS" are 
  1.8   appropriated from the general fund, or another named fund, to 
  1.9   the agencies and for the purposes specified to be available for 
  1.10  the fiscal years indicated for each purpose.

  1.15  Sec. 2.  MINNESOTA STATE COLLEGES
  1.16  AND UNIVERSITIES

  1.18  (a) Funding Equalization
  1.19         -0-         12,000,000 
  1.20  This appropriation is to increase 
  1.21  funding for four-year institutions 
  1.22  whose funding per full year equivalent 
  1.23  student is below the average among 
  1.24  state universities in the Minnesota 
  1.25  state colleges and universities system. 
  1.26  (b) Faculty and Staff Development
  1.27         -0-          8,000,000 
  1.28  This appropriation is for internships 
  1.29  and other education and development 
  1.30  activities for college and university 
  1.31  faculty and staff. 
  2.1   (c) Business and Industry Partnerships
  2.2          -0-         11,000,000 
  2.3   This appropriation is for activities to 
  2.4   enhance partnerships between colleges 
  2.5   and business and industry.  This 
  2.6   appropriation includes $450,000 for 
  2.7   equipment to upgrade the aviation 
  2.8   maintenance program at Minneapolis 
  2.9   Community and Technical College to 
  2.10  support new industry and FAA 
  2.11  requirements; and $200,000 to plan for 
  2.12  a facility to support specialized needs 
  2.13  of new composite fiber and avionics 
  2.14  training programs planned at Lake 
  2.15  Superior College.  This appropriation 
  2.16  is nonrecurring. 
  2.17  (d) Student Initiatives
  2.18         -0-         11,000,000 
  2.19  This appropriation is for campus and 
  2.20  systemwide initiatives to foster 
  2.21  student success, including:  
  2.22  improvements in teacher education 
  2.23  programs and college readiness 
  2.24  requirements to create greater 
  2.25  coherence and seamlessness between K-12 
  2.26  and post-secondary education; 
  2.27  implementation of policies and 
  2.28  processes that improve credit transfer 
  2.29  within the Minnesota state colleges and 
  2.30  universities system; establishment of a 
  2.31  credit transfer information system 
  2.32  available on the Internet; alignment of 
  2.33  college programs with employer needs 
  2.34  and employment trends; training for 
  2.35  students, faculty, and staff in 
  2.36  instructional technology; development 
  2.37  of electronic curricula; electronic 
  2.38  delivery; and library acquisitions.  
  2.39  This appropriation is nonrecurring. 
  2.40  Sec. 3.  UNIVERSITY OF MINNESOTA        -0-          41,500,000
  2.41  This appropriation is for strategic 
  2.42  academic initiatives in digital 
  2.43  technology, molecular and cellular 
  2.44  biology, design, new media, and 
  2.45  agricultural research and outreach; a 
  2.46  faculty set-up and equipment fund; 
  2.47  classroom improvements; and faculty and 
  2.48  staff compensation.  $19,500,000 of 
  2.49  this appropriation is nonrecurring.
