  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing conveyance of 
  1.3             certain state land bordering public water. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CONVEYANCE OF STATE LAND BORDERING PUBLIC 
  1.6   WATER; RAMSEY, STEVENS, AND CARLTON COUNTIES.] 
  1.7      (a) Notwithstanding Minnesota Statutes, sections 92.45 and 
  1.8   94.09 to 94.16, or other law to the contrary, the commissioner 
  1.9   of administration may convey to the University of Minnesota 
  1.10  board of regents for no consideration the surplus land bordering 
  1.11  public water that is described in paragraph (c). 
  1.12     (b) The conveyance must be in a form approved by the 
  1.13  attorney general.  The attorney general may correct the legal 
  1.14  descriptions under paragraph (c) as reasonably necessary after 
  1.15  review of a survey and title report delivered to the board of 
  1.16  regents. 
  1.17     (c) The land to be conveyed is located in Ramsey, Stevens, 
  1.18  and Carlton counties and is described as: 
  1.19     (1) the North Half of the West Half of the West Half of the 
  1.20  Southwest Quarter of Section 21, Township 29 North, Range 23 
  1.21  West, Ramsey county, Minnesota; 
  1.22     (2) the Northeast Quarter of the Southwest Quarter, the 
  1.23  Southwest Quarter of the Northwest Quarter of the Southwest 
  1.24  Quarter, the Northeast Quarter of the Northwest Quarter of the 
  2.1   Southwest Quarter, the Northwest Quarter of the Southwest 
  2.2   Quarter of the Southwest Quarter, and the Southeast Quarter of 
  2.3   the Northwest Quarter of the Southwest Quarter, of Section 36, 
  2.4   Township 125, Range 42, Stevens county, Minnesota; 
  2.5      (3) the South Half of the South Half of the Northwest 
  2.6   Quarter of the Northwest Quarter of the Southwest Quarter of 
  2.7   Section 36, Township 125, Range 42, Stevens county, Minnesota; 
  2.8      (4) beginning at the northwest corner of the Southeast 
  2.9   Quarter of Section 36, Township 125, Range 42, Stevens county, 
  2.10  Minnesota, and running thence South on the quarter line 11.05 
  2.11  chains; thence East at right angles with said quarter line 3.16 
  2.12  chains; thence South parallel with said quarter line 2.57 chains 
  2.13  to the Morris and Cyrus public road; thence easterly along the 
  2.14  north line of said road to a point on the east line of the 
  2.15  Northwest Quarter of Southeast Quarter of said Section 36 7.25 
  2.16  chains South of the northeast corner of the Northwest Quarter of 
  2.17  said Southeast Quarter of said Section 36 aforesaid; thence 
  2.18  North 7.25 chains to the northeast corner of the Northwest 
  2.19  Quarter of the Southeast Quarter of said Section 36 aforesaid; 
  2.20  thence West on the north line of said Northwest Quarter of 
  2.21  Southeast Quarter of said Section 36 to the northwest corner of 
  2.22  said Southeast Quarter of said Section 36, or place of 
  2.23  beginning, containing twenty one and one half acres, more or 
  2.24  less according to the government survey thereof; the same being 
  2.25  all that portion of the Northwest Quarter of the Southeast 
  2.26  Quarter of Section 36, Township 125, Range 42, Stevens county, 
  2.27  Minnesota, lying and being North of the public highway running 
  2.28  from the city of Morris to Cyrus, except one acre thereof in the 
  2.29  southwest corner thereof used by the city of Morris as a pumping 
  2.30  station; 
  2.31     (5) all that part of the East one half of the Southwest 
  2.32  Quarter of the Southwest Quarter of Section 36, Township 125 
  2.33  North, Range 42 West, lying South of the county road running 
  2.34  from Morris, Minnesota to Cyrus, Minnesota, and contains 15 
  2.35  acres more or less according to government survey, and all lying 
  2.36  in the county of Stevens; 
  3.1      (6) Lot 3 of county subdivision of unplatted part of East 
  3.2   Half of Section 35, Township 125, Range 42, Stevens county, 
  3.3   Minnesota containing according to said county subdivision 8 and 
  3.4   3/4 acres described as follows:  Commencing at a point on the 
  3.5   North side of the county road leading from Morris to Cyrus, 
  3.6   Minnesota, 688 feet from the southeast corner of Section 35, 
  3.7   Township 125, Range 42; thence North 887 feet; thence West 440 
  3.8   feet; thence South 646 feet; thence southeast 391 feet to said 
  3.9   county road; thence northeast along said road 232 feet to the 
  3.10  place of beginning, containing 8.75 acres; 
  3.11     (7) beginning at the Quarter Post; being the southwest 
  3.12  corner of the Northwest Quarter of Section 31, Township 125 
  3.13  North, Range 41 West, Stevens county, Minnesota; running along 
  3.14  the county road (Morris, Minnesota to Glenwood, Minnesota) or 
  3.15  along the established line of the said county road running from 
  3.16  said quarter post North sixty three degrees and thirty minutes 
  3.17  East one and fifty six one hundredths chains; thence North sixty 
  3.18  one degrees East eight and thirteen one hundredths chains; 
  3.19  thence North eighty seven degrees and twenty five minutes East 
  3.20  seven and seven one hundredths chains; thence North sixty nine 
  3.21  degrees and thirty minutes East fourteen and eighty five one 
  3.22  hundredths chains; thence North seventy seven degrees East 
  3.23  twenty seven chains; thence leaving the said county road and 
  3.24  running North twenty five chains to a point on the north 
  3.25  boundary line of the said Section 31, Township 125, Range 41, 
  3.26  fifteen chains East of the northeast corner of the Northwest 
  3.27  Quarter of said Section 31, Township 125, Range 41; thence West 
  3.28  along the said north boundary line of the said Section 31, 
  3.29  Township 125, Range 41 to the northwest corner of the Northwest 
  3.30  Quarter of said Section 31, Township 125, Range 41; thence South 
  3.31  along the west boundary line of said Section 31, Township 125, 
  3.32  Range 41 to the place of beginning, except twelve and nine 
  3.33  tenths acres of land owned by the Northern Pacific Railway 
  3.34  Company, being used for railroad right-of-way and special snow 
  3.35  fence purposes.  The above described part of said Section 31, 
  3.36  Township 125, Range 41, contains however one hundred and sixty 
  4.1   acres, exclusive of said twelve and nine tenths acres of 
  4.2   railroad right-of-way; 
  4.3      (8) all that part of the SE 1/4 SW 1/4 and NE 1/4 SW 1/4 SW 
  4.4   1/4 Section 36, Township 125 North, Range 42 West, Stevens 
  4.5   county, Minnesota, lying north of the main wagon road running 
  4.6   from the village of Morris, Minnesota, to the village of Cyrus, 
  4.7   Minnesota, and more particularly described as follows:  
  4.8   Beginning at a point where said road intersects the north line 
  4.9   of the SE 1/4 SW 1/4; thence in a westerly direction 16.06 
  4.10  chains to the NW corner of the NE 1/4 SW 1/4 SW 1/4 of said 
  4.11  Section 36; thence in a southerly direction along the west line 
  4.12  of said NE 1/4 SW 1/4 SW 1/4, 5.90 chains to the north line of 
  4.13  said road right-of-way; thence in a northeasterly direction 
  4.14  along the north line of said road right-of-way 17.05 chains to 
  4.15  the point of beginning containing 4.80 acres, more or less, and 
  4.16  being the same lands conveyed to the United States by Edwin J. 
  4.17  Jones, et ux, by deed dated January 26, 1903, and Harold 
  4.18  Thorson, et ux, by deed dated February 26, 1903; 
  4.19     (9) all of that part of the Northeast Quarter of the 
  4.20  Southwest Quarter of the Southwest Quarter of Section 36, 
  4.21  Township 125 North, Range 42 West, Stevens county, Minnesota, 
  4.22  lying North of the main wagon road running from the village of 
  4.23  Morris, Minnesota, to the village of Cyrus, Minnesota and 
  4.24  further described by metes and bounds as follows, to-wit: 
  4.25  Beginning at a point on the east line of the NE 1/4 of the SW 
  4.26  1/4 of the SW 1/4, Section 36, Township 125, Range 42, two and 
  4.27  thirty one hundredths chains South of the northeast corner of 
  4.28  said NE 1/4 of the SW 1/4 of the SW 1/4, Section 36, Township 
  4.29  125, Range 42, running North on the east line of said NE 1/4 of 
  4.30  SW 1/4 of SW 1/4, Section 36, Township 125, Range 42, two and 
  4.31  thirty one hundredths chains to the said northeast corner of 
  4.32  said NE 1/4 of SW 1/4 of SW 1/4, Section 36, Township 125, Range 
  4.33  42; thence West on the north line of said described land, ten 
  4.34  chains, more or less to the northwest corner of said NE 1/4 of 
  4.35  SW 1/4 of SW 1/4, Section 36, Township 125, Range 42; thence 
  4.36  South on the west line of said described tract of land five and 
  5.1   ninety one hundredths chains to the said wagon road; thence 
  5.2   northeast along said wagon road, ten and sixty one hundredths 
  5.3   chains to the place of beginning on the east line of said NE 1/4 
  5.4   of SW 1/4 of SW 1/4, Section 36, Township 125, Range 42, 
  5.5   containing about four and ten one hundredths acres, more or 
  5.6   less, according to the government survey thereof; 
  5.7      (10) beginning at the northwest corner of the Southeast 
  5.8   Quarter of the Southwest Quarter of Section 36, Township 125, 
  5.9   Range 42, Stevens county, Minnesota and running South two and 
  5.10  thirty hundredths chains on the west line of said Southeast 
  5.11  Quarter of the Southwest Quarter, of Section 36, Township 125, 
  5.12  Range 42 to the road.  Thence northeast along the north line of 
  5.13  the road six and forty five hundredths chains to the north line 
  5.14  of said Southeast Quarter of the Southwest Quarter of Section 
  5.15  36, Township 125, Range 42; thence West on the north line of 
  5.16  said Southeast Quarter of the Southwest Quarter of Section 36, 
  5.17  Township 125, Range 42, six and six hundredths chains, to place 
  5.18  of beginning, containing seven tenths of an acre, more or less; 
  5.19     (11) all of Section 36, Township 49, Range 18, Carlton 
  5.20  county, Minnesota, except the East Half of the Northeast 
  5.21  Quarter; all of Section 31, Township 49, Range 17, except the 
  5.22  Southwest Quarter of the Northwest Quarter and the Southeast 
  5.23  Quarter of the Southeast Quarter; the South Half of the 
  5.24  Southeast Quarter, the South Half of the Southwest Quarter, the 
  5.25  Northeast Quarter of the Southeast Quarter, and the South Half 
  5.26  of the Northeast Quarter, all in Section 30, Township 49, Range 
  5.27  17; the Northeast Quarter of the Northwest Quarter, the South 
  5.28  Half of the Northwest Quarter, all of the Southwest Quarter, the 
  5.29  South Half of the Southeast Quarter, and Northeast Quarter of 
  5.30  the Southeast Quarter, Section 29, Township 49, Range 17; the 
  5.31  North Half of the Northwest Quarter, the Southwest Quarter of 
  5.32  the Northeast Quarter, and the Southeast Quarter, Section 32, 
  5.33  Township 49, Range 17, containing two thousand and ninety-four 
  5.34  and ninety-seven hundredths acres, according to government 
  5.35  survey thereof; 
  5.36     (12) the Southeast Quarter of the Northwest Quarter of 
  6.1   Section 30 in Township 49 North, Range 17 West, Carlton county, 
  6.2   Minnesota, containing forty acres, according to the official 
  6.3   plat of the survey of the said lands, returned to the general 
  6.4   land office by the surveyor general; and 
  6.5      (13) the Northeast Quarter of the Southwest Quarter and the 
  6.6   Northwest Quarter of the Southeast Quarter of Section 30, 
  6.7   Township 49 North, Range 17 West, Carlton county, Minnesota. 
  6.8      (d) Conveyance of land in Stevens county under this section 
  6.9   is subject to Minnesota Statutes, section 137.16.  Land conveyed 
  6.10  under this section retains any bonding obligations on the 
  6.11  buildings located thereon that exist at the time of conveyance.
