  1.1                          A bill for an act
  1.2             relating to cold weather research; requiring a study 
  1.3             of cold weather research needs; appropriating money to 
  1.4             the commissioner of trade and economic development. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; STUDY OF COLD WEATHER RESEARCH 
  1.7   NEEDS.] 
  1.8      $200,000 is appropriated from the general fund to the 
  1.9   commissioner of trade and economic development for the biennium 
  1.10  ending June 30, 1997, for a study of cold weather research needs 
  1.11  and opportunities in the state.  The commissioner shall consult 
  1.12  with the Minnesota cold weather resource center in the course of 
  1.13  the study, and may contract with the Minnesota cold weather 
  1.14  resource center for any part of the study.  The study must 
  1.15  address at least the following: 
  1.16     (1) opportunities for research funded by nonstate entities, 
  1.17  including businesses, to be conducted in Minnesota; 
  1.18     (2) strategies to attract a significant share of funded 
  1.19  cold weather research to Minnesota; 
  1.20     (3) types of facilities that are needed to attract cold 
  1.21  weather research projects; 
  1.22     (4) recommended ownership structure and lease arrangements 
  1.23  with research entities or businesses for such facilities; and 
  1.24     (5) economic benefits that might accrue to the people of 
  1.25  Minnesota if a greater amount of cold weather research is 
  2.1   conducted in the state. 
  2.2   The study may also include predesign or architectural design of 
  2.3   facilities for cold weather research. 
  2.4      The commissioner of trade and economic development shall 
  2.5   submit a report of the study findings to the legislature by 
  2.6   January 1, 1998.
