  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for an 
  1.4             airport extension and railroad bypass in or near the 
  1.5             city of Willmar. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATIONS.] 
  1.8      Subdivision 1.  [WILLMAR AIRPORT RUNWAY 
  1.9   EXTENSION.] $3,570,000 is appropriated from the bond proceeds 
  1.10  account in the state transportation fund as provided in 
  1.11  Minnesota Statutes, section 174.50, to provide the state funds 
  1.12  to extend a runway at the Willmar airport. 
  1.13     Subd. 2.  [WILLMAR RAILROAD BYPASS.] $1,500,000 is 
  1.14  appropriated from the bond proceeds account in the state 
  1.15  transportation fund as provided in Minnesota Statutes, section 
  1.16  174.50, to provide the state's share of funds for a railroad 
  1.17  bypass in or near the city of Willmar; provided, however, that 
  1.18  this appropriation is authorized only after $1,500,000 in 
  1.19  matching funds becomes available from other funding sources for 
  1.20  the railroad bypass. 
  1.21     Sec. 2.  [BOND SALE; WILLMAR PROJECTS.] 
  1.22     To provide the money appropriated in this act from the bond 
  1.23  proceeds account in the state transportation fund, the 
  1.24  commissioner of finance shall sell and issue bonds of the state 
  1.25  in an amount up to $5,070,000 in the manner, upon the terms, and 
  2.1   with the effect prescribed by Minnesota Statutes, sections 
  2.2   16A.631 to 16A.675, and by the Minnesota Constitution, article 
  2.3   XI, sections 4 to 7. 
  2.4      Sec. 3.  [EFFECTIVE DATE.] 
  2.5      Sections 1 and 2 are effective the day following final 
  2.6   enactment.
