  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the sale 
  1.3             of state bonds; appropriating money to the office of 
  1.4             environmental assistance for a grant to the city of 
  1.5             Fergus Falls to upgrade pollution control equipment at 
  1.6             the city's municipal solid waste combuster.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [MUNICIPAL SOLID WASTE COMBUSTER; AIR POLLUTION 
  1.9   CONTROL EQUIPMENT.] 
  1.10     Subdivision 1.  [APPROPRIATION.] $1,150,000 is appropriated 
  1.11  from the bond proceeds fund to the director of the office of 
  1.12  environmental assistance for a grant to the city of Fergus 
  1.13  Falls.  The grant shall be used to design, construct, and equip 
  1.14  the city's municipal solid waste combuster with new air 
  1.15  pollution control equipment needed to meet federal and state 
  1.16  environmental guidelines.  This grant is in addition to any 
  1.17  other state funds previously awarded for this project, including 
  1.18  the 1997 grant to the city of Fergus Falls by the office of 
  1.19  environmental assistance.  This appropriation is not available 
  1.20  until the commissioner has determined that at least $1,150,000 
  1.21  has been committed from nonstate sources. 
  1.22     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.23  this act from the bond proceeds fund, the commissioner of 
  1.24  finance shall sell and issue bonds of the state in an amount up 
  1.25  to $1,150,000 in the manner, upon the terms, and with the effect 
  1.26  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  2.1   and by the Minnesota Constitution, article XI, sections 4 to 7. 
  2.2      Sec. 2.  [EFFECTIVE DATE.] 
  2.3      Section 1 is effective the day following final enactment.
