  1.1                          A bill for an act 
  1.2             relating to higher education; requesting the 
  1.3             University of Minnesota and Minnesota state colleges 
  1.4             and universities to complete a study allowing students 
  1.5             to rent instructional materials. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [EDUCATIONAL MATERIAL RENTAL STUDY.] 
  1.8      By January 7, 2003, the board of trustees of the Minnesota 
  1.9   state colleges and universities shall, and the board of regents 
  1.10  of the University of Minnesota is requested to, complete a study 
  1.11  on the feasibility of offering rental of textbooks and other 
  1.12  instructional material used in courses being offered at public 
  1.13  higher education institutions.  The study must involve students 
  1.14  and faculty members.
