  1.1                          A bill for an act 
  1.2             relating to state government; appropriating money for 
  1.3             the government information access council, changing 
  1.4             its name, and requiring report to the legislature; 
  1.5             amending Laws 1995, chapter 254, article 1, section 
  1.6             11, subdivision 6. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 1995, chapter 254, article 1, section 11, 
  1.9   subdivision 6, is amended to read: 
  1.10  Subd. 6.  Information Policy Office
  1.11       1,977,000      1,903,000 2,003,000
  1.12  $25,000 the first year and $100,000 the 
  1.13  second year for the government 
  1.14  information access council is available 
  1.15  only as matched, dollar for dollar, by 
  1.16  contributions from nonstate sources. 
  1.17  A total amount of $400,000 the second 
  1.18  year is for the council on the 
  1.19  Minnesota information society.  In 
  1.20  addition to its duties prescribed in 
  1.21  Minnesota Statutes, section 15.95, the 
  1.22  council shall prepare and submit to the 
  1.23  legislature a report, with 
  1.24  recommendations, by January 15, 1997:  
  1.25  (1) that develops detailed 
  1.26  recommendations to implement 
  1.27  principles, policies, and goals 
  1.28  regarding statewide telecommunication 
  1.29  and information access and services; 
  1.30  (2) reflecting the research and 
  1.31  recommendations regarding 
  1.32  implementation of a secure Minnesota 
  1.33  electronic enterprise system that is 
  1.34  globally interoperable for information 
  1.35  and services access and exchange, by 
  1.36  (i) fostering development, creation, 
  1.37  and implementation through 
  1.38  private-public partnerships, (ii) 
  1.39  creating demonstration projects between 
  2.1   federal, state, and local governments, 
  2.2   businesses, organizations, and 
  2.3   citizens, and (iii) other recommended 
  2.4   means; (3) that develops proposals for 
  2.5   providing general public access to 
  2.6   telecommunication and computer network 
  2.7   services through public access sites; 
  2.8   (4) to promote and support community 
  2.9   networks that will advance citizen 
  2.10  participation in government, community 
  2.11  identity, and economic development, 
  2.12  especially in rural and inner-city 
  2.13  areas; and (5) in cooperation with the 
  2.14  public utilities commission, department 
  2.15  of public service, and department of 
  2.16  trade and economic development, and 
  2.17  following consultation with other 
  2.18  public entities, creating and 
  2.19  implementing an advanced Minnesota 
  2.20  telecommunications policy. 
  2.21  The information policy office, with the 
  2.22  advice of the attorney general, shall 
  2.23  monitor all computer systems 
  2.24  development projects conducted by state 
  2.25  agencies to assure that full 
  2.26  performance of contract requirements is 
  2.27  achieved and that any remedies provided 
  2.28  in such contracts for nonperformance or 
  2.29  inadequate performance are fully 
  2.30  pursued.  The information policy office 
  2.31  and the attorney general shall report 
  2.32  to the legislature by January 15, 1996, 
  2.33  on performance of contract requirements 
  2.34  related to large systems such as the 
  2.35  statewide systems project, and 
  2.36  Minnesota Medicaid Management 
  2.37  Information System, and the information 
  2.38  systems related to drivers' licenses. 
  2.39     Sec. 2.  [REVISOR INSTRUCTION.] 
  2.40     The revisor of statutes shall change the name "government 
  2.41  information access council," and similar terms referring to the 
  2.42  council, to "council on the Minnesota information society," 
  2.43  wherever found in the next edition of Minnesota Statutes.
