A bill for an act
relating to higher education; regulating the allocation of costs for postsecondary
remedial education; proposing coding for new law in Minnesota Statutes, chapter
135A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The costs for remedial courses taken by a postsecondary student who graduated from
a Minnesota public high school after attending Minnesota public schools for at least three
consecutive years; is enrolled in a public Minnesota postsecondary institution; requires
and completes the remedial course within two years of high school graduation; and would
otherwise have to pay for the course, shall be allocated as follows:

(1) one-third of the cost shall be paid by the student;

(2) one-third of the cost shall be paid by the Department of Education; and

(3) one-third of the cost shall be paid by the public postsecondary institution.

This section is effective for fiscal year 2016 and later and
applies to remedial courses beginning on or after July 1, 2015.
