  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for minority investment grants; authorizing state 
  1.4             bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINORITY INVESTMENT GRANTS.] 
  1.7      (a) $....... is appropriated from the bond proceeds fund to 
  1.8   the commissioner of trade and economic development for a grant 
  1.9   to the city of St. Paul to design and construct the Minnesota 
  1.10  neighborhood house immigration and community resource center.  
  1.11  The city may enter into a lease or management agreement for the 
  1.12  center, subject to Minnesota Statutes, section 16A.695.  
  1.13     (b) $....... is appropriated from the bond proceeds fund to 
  1.14  the commissioner of economic development for a grant to the city 
  1.15  of Minneapolis through the Minneapolis community development 
  1.16  agency to rebuild and renovate the building at 1035 E. Franklin 
  1.17  Avenue.  The city may enter into a lease or management agreement 
  1.18  for the building, subject to Minnesota Statutes, section 16A.695.
  1.19     Sec. 2.  [BOND SALE.] 
  1.20     To provide the money appropriated in this act from the bond 
  1.21  proceeds fund, the commissioner of finance shall sell and issue 
  1.22  bonds of the state in an amount up to $....... in the manner, 
  1.23  upon the terms, and with the effect prescribed in Minnesota 
  1.24  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  1.25  Constitution, article XI, sections 4 to 7.  
  2.1      Sec. 3.  [EFFECTIVE DATE.] 
  2.2      This act is effective the day following final enactment.
