  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to upgrade facilities at the Fergus Falls regional 
  1.4             treatment center; authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [FACILITIES UPGRADE, FERGUS FALLS REGIONAL 
  1.7   TREATMENT CENTER.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $215,000 is appropriated 
  1.9   from the bond proceeds fund to the commissioner of 
  1.10  administration to predesign improvements to upgrade and 
  1.11  consolidate residential, program, and ancillary services at the 
  1.12  Fergus Falls regional treatment center. 
  1.13     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.14  this act from the bond proceeds fund, the commissioner of 
  1.15  finance, on request of the governor, shall sell and issue bonds 
  1.16  of the state in an amount up to $215,000 in the manner, upon the 
  1.17  terms, and with the effect prescribed by Minnesota Statutes, 
  1.18  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.19  article XI, sections 4 to 7. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     This act is effective the day following final enactment.
