  1.1                          A bill for an act 
  1.2             relating to environment; appropriating money for a 
  1.3             regional sludge management demonstration project. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION.] 
  1.6      Subdivision 1.  [APPROPRIATION.] $500,000 is appropriated 
  1.7   from the bond proceeds fund to the public facilities authority 
  1.8   for a grant to the regional sludge joint powers board consisting 
  1.9   of several cities, including, but not limited to, Arlington, 
  1.10  Brownton, Glencoe, Henderson, Litchfield, Lester Prairie, and 
  1.11  Maple Lake for a regional sludge management demonstration 
  1.12  project.  Project costs may include the purchase of a mobile 
  1.13  belt press, storage facilities, and local treatment plant 
  1.14  modifications.  
  1.15     Subd. 2.  [REPORTS.] The joint powers board shall submit 
  1.16  reports on the results of the demonstration project to the chair 
  1.17  of the senate jobs, housing and community development committee 
  1.18  and the chair of the senate environment and natural resources 
  1.19  committee, as well as the chair of the house environment and 
  1.20  natural resources policy committee and the chair of the house 
  1.21  commerce, jobs and economic development committee by January 31, 
  1.22  2003. 
  1.23     Subd. 3.  [BOND SALE.] To provide the money appropriated in 
  1.24  this act from the bond proceeds fund, the commissioner of 
  2.1   finance shall sell and issue bonds of the state in an amount up 
  2.2   to $500,000 in the manner, upon the terms, and with the effect 
  2.3   prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  2.4   and by the Minnesota Constitution, article XI, sections 4 to 7.
