  1.1                          A bill for an act 
  1.2             relating to local government; the town of Wyoming and 
  1.3             the city of Chisago City; exempting the town and the 
  1.4             city from a limitation on the duration of 
  1.5             reimbursement paid to the town for orderly annexed 
  1.6             property; appropriating money for planning a joint 
  1.7             commercial and business park. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [TOWN OF WYOMING; CITY OF CHISAGO CITY; 
  1.10  MUNICIPAL REIMBURSEMENT.] 
  1.11     Notwithstanding the limitation on duration or equality of 
  1.12  payment imposed under Minnesota Statutes, section 414.036, the 
  1.13  city of Chisago City may provide reimbursement for orderly 
  1.14  annexed property to the town of Wyoming for the period and in 
  1.15  the amounts agreed to by the city and the town under a joint 
  1.16  powers agreement entered into for the purpose of establishing a 
  1.17  joint commercial and business park in the annexed area as 
  1.18  described in section 2. 
  1.19     Sec. 2.  [APPROPRIATION.] 
  1.20     $....... is appropriated from the general fund to the 
  1.21  commissioner of trade and economic development to be distributed 
  1.22  to the joint powers board established under Minnesota Statutes, 
  1.23  section 471.59, by the town of Wyoming and the city of Chisago 
  1.24  City for the purpose of establishing a joint commercial and 
  1.25  business park.  This money must be used to pay the costs of 
  1.26  environmental, transportation, job creation and associated 
  2.1   studies, and preparation of a site plan related to the park as 
  2.2   well as legal, engineering, administrative, and similar costs 
  2.3   associated with the studies.  Establishment of the park would 
  2.4   serve as a pilot project to determine the feasibility and 
  2.5   benefit of developing a coordinated site for business, 
  2.6   educational, and recreational facilities within an area, a 
  2.7   portion of which has been determined to be undesirable for the 
  2.8   location of residential development because of the presence of 
  2.9   power lines. 
  2.10     Sec. 3.  [LOCAL APPROVAL; EFFECTIVE DATE.] 
  2.11     Section 1 is effective the day after the latter of the town 
  2.12  of Wyoming and the city of Chisago City complies with Minnesota 
  2.13  Statutes, section 645.021, subdivision 3.
