  1.1                          A bill for an act 
  1.2             relating to education; proposing an amendment to the 
  1.3             Minnesota Constitution by adding a new article XV, and 
  1.4             by renumbering certain sections; clarifying the duty 
  1.5             of the legislature to establish a system of public 
  1.6             schools. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.9      An amendment to the Minnesota Constitution is proposed to 
  1.10  the people.  If the amendment is adopted, a new article XV shall 
  1.11  be added to consist of the following renumbered and amended 
  1.12  sections to read: 
  1.13                             ARTICLE XV
  1.14                             EDUCATION
  1.15     Section 1.  [Article XIII, section 1, renumbered and 
  1.16  amended] 
  1.17     The stability of a republican form of government depending 
  1.18  mainly upon the intelligence of the people, it is the duty of 
  1.19  the legislature to establish a general and uniform system of 
  1.20  public schools education that educates every student to be an 
  1.21  informed and productive citizen and prepares and motivates them 
  1.22  to reach their highest potential.  The legislature shall make 
  1.23  such provisions by taxation or otherwise as will secure a 
  1.24  thorough and efficient system of public schools education 
  1.25  throughout the state. 
  1.26     Sec. 2.  [Article XIII, section 2, renumbered] 
  2.1      Sec. 3.  [Article XIII, section 3, renumbered] 
  2.2      Sec. 4.  [Article XI, section 8, renumbered] 
  2.3      Sec. 5.  [Article XI, section 9, renumbered] 
  2.4      Sec. 2.  [SCHEDULE AND QUESTION.] 
  2.5      The amendment shall be submitted to the people at the 2000 
  2.6   general election.  The question submitted shall be: 
  2.7      "Shall the Minnesota Constitution be amended to create a 
  2.8   new article on education and to require the legislature to 
  2.9   establish a system of public schools that educates every student 
  2.10  to be an informed and productive citizen and prepares and 
  2.11  motivates them to reach their highest potential? 
  2.12                                     Yes .......
  2.13                                     No ........"
