A bill for an act
proposing an amendment to the Minnesota Constitution, article I, by adding a
section, providing for freedom of speech.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An amendment to the Minnesota Constitution, article I, is proposed to the people. If the
amendment is adopted, a section shall be added to article I, to read:

The state shall make no law abridging the freedom of speech.

(a) The proposed amendment must be submitted to the people at the 2020 general election.
If ratified, the amendment is effective January 1, 2021. The question submitted must be:

"Shall the Minnesota Constitution be amended to provide that freedom of speech is a
fundamental right and shall not be abridged or denied?

(b) The title required under Minnesota Statutes, section 204D.15, subdivision 1, for the
question submitted to the people under paragraph (a) shall be: "Freedom of Speech
Amendment."
