  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to the commissioner of administration for a family 
  1.4             service center in Ramsey county; authorizing the sale 
  1.5             of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $1,500,000 is appropriated from the bond proceeds fund to 
  1.9   the commissioner of administration to make a grant to Ramsey 
  1.10  county to acquire and better a family service center to house 
  1.11  services of Ramsey action programs and other nonprofit agencies 
  1.12  dedicated to relieving poverty, subject to Minnesota Statutes, 
  1.13  section 16A.695.  
  1.14     This appropriation is not available until the commissioner 
  1.15  has determined that the necessary financing to complete a 
  1.16  $3,650,000 project has been committed by nonstate sources.  
  1.17     Sec. 2.  [BOND SALE.] 
  1.18     To provide the money appropriated in section 1 from the 
  1.19  state bond proceeds fund, the commissioner of finance, on 
  1.20  request of the governor, shall sell and issue bonds of the state 
  1.21  in an amount up to $1,500,000 in the manner, upon the terms, and 
  1.22  with the effect prescribed by Minnesota Statutes, sections 
  1.23  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  1.24  XI, sections 4 to 7. 
  1.25     Sec. 3.  [EFFECTIVE DATE.] 
  2.1      This act is effective the day following final enactment.
