A bill for an act
relating to jobs; requiring capital budget requests
for workforce centers to be presented by the
commissioner of employment and economic development;
proposing coding for new law in Minnesota Statutes,
chapter 16B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin The commissioner of employment and economic development
shall prepare and be responsible for the capital budget requests
related to the workforce center system. The commissioner may
cooperate with other agencies of state and local government in
the preparation and presentation of the request to the
commissioner of finance, the governor, and the legislature. The
commissioner must maximize opportunities to colocate workforce
centers at sites owned by other state and local government
entities, including the Minnesota State Colleges and
Universities system.

Sec. 2. new text begin WORKFORCE CENTER; CAPITAL BUDGET REQUESTS
TRANSITION PERIOD.

new text begin The commissioner of employment and economic development
must prepare a capital budget request for consideration by the
2006 legislature related to colocating workforce centers on
property owned by other state and local government entities,
including the Minnesota State Colleges and Universities system.
The commissioner must establish a priority ranking for the
colocation projects. For capital budget requests to be
considered at the 2006 legislative session, the commissioner of
employment and economic development shall assume responsibility
for capital budget requests for workforce centers submitted by
other agencies and the commissioner of finance shall adjust the
deadlines for those requests and others developed by the
commissioner to accommodate the transition to the responsibility
of the commissioner imposed by this section and new Minnesota
Statutes, section 116L.31.
